Tony Collins is a Dallas-based artist that participated in the construction and installation of the Giant Bowler Hat. He appeared in the documentary short, "A Tip of the Hat."
Collins was also the artist who created and installed the new neon Pegasus, a traditional Dallas icon, in downtown Dallas in 2015.
